IUPUI Open Access Publishing Fund
The IUPUI Open Access Fund underwrites reasonable publication charges for articles published in fee-based, peer-reviewed journals that are openly accessible. This fund addresses changes in scholarly communications while increasing the impact of and access to scholarship created by IUPUI faculty. Financial support for the fund is provided by key stakeholders on the campus. The fund is currently on a two-year funding cycle. The first installment of the fund (2013-2015) was supported at $47,000 with contributions from the IUPUI University Library, the Office of the Vice Chancellor for Research, IU School of Dentistry and the Robert H. McKinney School of Law.
The second round of the fund has received support from IUPUI University Library, the Office of the Vice Chancellor for Research, the Ruth Lilly Medical Library, the School of Engineering and Technology, the School of Public and Environmental Affairs, the School of Nursing, and the Fairbanks School of Public Health.
The funds (currently $42,000) will be spent across a two year period and disbursement methods will encourage diverse participation across schools.
Administration of the open access fund will be facilitated by University Library on a first-come first-served basis, with the following conditions:
The venue of publication must be an established open-access journal, that is, a journal that does not charge readers or their institutions for unfettered access to the peer-reviewed articles that it publishes. To be eligible, a journal must meet these additional requirements:
- Be listed in the Directory of Open Access Journals (unless the journal is too new for DOAJ eligibility),
- Be a member of the Open Access Scholarly Publishers Association or adhere to its Code of Conduct,
- Have publicly available a standard article fee schedule.
Journals with a hybrid open-access model or delayed open-access model are not eligible. Any authors who are unsure as to whether or not a particular journal is eligible should contact the IUPUI University Library prior to submitting an article for publication.
Articles for which alternative funding is available are not eligible for use of the fund. A onetime exception to this rule will be made for authors who did not include dissemination fees in the budget of the grant or contract.
Funds are available for IUPUI faculty. Any authors who are unsure as to whether they are an eligible author should contact the IUPUI University Library prior to submitting their articles to publication.
Article processing fees may include publication fees (charges levied on articles accepted for publication, including page charges). Reprint fees are not eligible.
Articles with co-authors from other institutions will be supported at a prorated portion of the article processing fees. Authors from all IUPUI departments and schools are encouraged to apply. Although article processing fees for eligible publications will be distributed on a first-come, first-served basis, disbursement will be monitored to ensure diverse participation across the schools.
As an added service, the IUPUI University Library will deposit a copy of funded articles in the IUPUIScholarWorks (https://scholarworks.iupui.edu/). The placement of an article in the repository helps to build the collection of IUPUI–authored publications, supports the self-archiving arm of the open access movement, and gives the article an added element of preservation and discoverability.
